Description:
The spontaneous and multiaspectual international debate on the philosophical and theoretical bases of the protection of cultural property of the past few years gave rise to the 2005 declaration of the XII General Assembly of ICOMOS in Xi’an. This called into being the International Scientific Committee on Theory and Philosophy of Conservation and Restoration (henceforth ‘ICOMOS Theory Committee’). The main tasks of the Committee were defined in its statute as follows:
The aim of the Committee – consistent with the aims of ICOMOS international cooperation – is to explore the basis and framework of conservation, restoration and preservation theory and practice in the globalising world. Therefore the Committee's role is to analyse and prepare adequate proposals and solutions for up-dated theoretical orientations.
In the framework of its activities in the field of conservation and restoration the Committee may:
- examine the existing corpus of documents and scientific studies;
- identify needs and new areas of interest;
- develop ideas and visions for the future;
- cooperate with other ICOMOS committees and scientific bodies of other institutions (such as UNESCO, ICCROM and ICOM) in order to establish an integrated theoretical basis for cultural heritage preservation.
The first conference organised jointly by the Committee and the International Centre of Culture took place in Cracow in May 2006. Its subject was “Towards a Global Philosophy of Heritage Conservation”.
The next conference is being organized jointly by the ICOMOS Theory Committee, the International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the Fondazione Romualdo Del Bianco Florence. It will take place in Florence on 1st - 4th March 2007, and its title is:
VALUES AND CRITERIA IN HERITAGE CONSERVATION
This topic is regarded as important from both the theoretical and practical points of view. The varied and rich range of cultural property values - from aesthetic and artistic to utilitarian, material and technical - is perceived and classified differently in different cultural areas (for reasons which include cultural traditions and religious beliefs). These values also evolve over time and are in fact the criteria on the basis of which cultural property is assessed and action is taken both at the local level in individual cases and in a more universal context, for example in inscribing monuments on the UNESCO World Heritage List. A further issue is the relationship between the values of the historical monument being considered, the surviving historical values and those which are produced (added?) as a result of the activities of the conservator (the aesthetics of conservation). During our conference, we intend to consider these problems, seldom explored in much depth in the conservation milieu before.
A division into four thematic blocks is proposed in order to discuss the various topics during the consecutive sessions of the conference. Its programme is as follows:

Monday 5th March – departure of conference participants
Thanks to the generosity of the Fondazione Romualdo Del Bianco we have been granted the best possible conditions for our deliberations and stay. The conference will take place in the very modern Auditorium al Duomo. The languages of the conference will be English and Italian with simultaneous translation. The Romualdo Del Bianco Foundation is also organizing a programme of cultural visits and thanks to the co-operation of the Monuments & Fine Arts Service it will be possible to visit the Uffizi Gallery and Vasari's Corridor.
CONDITION OF PARTICIPATION
For the invited participants selected by the co-organisers ICOMOS-ICCROM (those invited by the promoters to deliver papers and to take part in discussions) the Romualdo Del Bianco Foundation will provide hotel accommodation; the costs of travel are at participants'charge.
For the others applicants, external participants and uditors, it is requested the payment of a participation fee of Euro 350,00, V.A.T. included. The fee includes any meals, coffee breaks and receptions and dinners as par program, participation in the scientific sessions, name tag, program, symultaneous translation italian/english and english/italian.
For the accompaning persons participation, the fee is Euro 230,00, V.A.T. included. The fee covers any meals, coffee breaks and receptions and dinners as par program.

The topics proposed for the thematic groups require above all discussion. For this reason we envisage no more than four introductory papers of about twenty minutes in each session, the remaining time being devoted to discussion. We request all conference participants to take this into account.
