Transformation of goals during the process of activity. Past years point of view: the situation when preservation of documents was regarded as the most important thing. Modern point of view: the situation when the most important thing is rendering of information services to society and thereupon preservation of documents (in the wide sense preservation of national patrimony), widening of fonds, creation and perfection of communication are regarded.
Providing reference service on three basis guidelines such as guaranteeing of citizens` rights; confirming of various facts on juridical persons` demands upon legal documents for administrative and legal purposes; for scientific researches on various subjects.
Modern peculiarities according to basic guidelines of archives` activity are following:
•  in the field of preservation of documents: the problems of counterterrorism protection;
•  in the field of archival fonds` development: the problem of private records fonds` acquisition;
•  in the field of documents` use: the problem of access to the documents containing confidential information;
•  in the field of perfection of communication: adaptation to new informational technologies.
Furthermore one should consider to modern peculiarities of archival activity's organization such problems as necessity of federal and regional legislation's permanent perfection, normative legal base and law-enforcement practice.
